We also understand your frustration when your boat insurance company calls you and says we need in water, out of water or hull survey. Having the insurance company tell you you have to pay some surveyor your hard-earned money just so you can keep paying the insurance company a lot of money can be distressing, but there can be value in this survey beyond just keeping your vessel insured. Beyond the important safety issues, i.e. flares, fire extinguishers, life saving gear, bilge pumps, etc. many pieces of equipment you have forgotten about or have not looked at in years can be damaged or defective and this survey can identify maintenance issues that need your attention.
So there can be no confusion when insurance company asks for hull survey they intend a full out of water (blocked on land) condition and value survey of the entire boat, but sometimes they will accept an in-water survey. Get the insurance company representative to confirm exactly what they are looking for in there survey request. Ideally, if you can possibly arrange it with your insurance company representative have the out of water survey scheduled around any out of water hull maintenance, i.e. bottom paint, propeller tuning or replacement, etc.
